Most tours are limited to 8 or 12 people. However, if you have booked a custom tour, it is highly unlikely that anyone else will be on the tour with you. If you have booked a custom tour with 4 or more people, you have the option of closing the tour so that no other people will be admitted.

Some minor exceptions may exist. For example, If a tour has a limit of 8 people, and a group would like to join it, bringing the number to 9 people, we will generally allow it.
