Sixti offers the cheapest car rentals we have seen in Italy. At the time of this writing, you could rent a Smart forTwo (2 seats) for €5 per day and a Fiat Panda for €8 per day. There are a few catches, however. First, you must reserve on the web. No big deal there. Second, your car will be a driving billboard for the Sixti car rental service. It will be plastered with graphics for Sixi with a huge ad that people can rent that car for €5 or €8. If you don't care about the graphics on your car, I don't think you will find a better price anywhere. The third catch is that the longer you rent for, the more expensive the rental will be. In other words, that cheap daily rate is only valid for a few days. Still, even after that the prices are very good.
